A recruitment exam, such as those run by Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Samiti or DSSSB, fills actual advertised vacancies. Most teaching careers need both: the eligibility certificate first, then a recruitment test for the job itself.
